A new bill filed by State Rep. Campbell in the North Carolina House seeks to give Cabarrus County Schools greater flexibility in setting school opening and closing dates, according to the North Carolina State House.
The bill, filed as HB 205 on Feb. 25 during the 2025 regular session, was formally listed with the short title: ‘SchCalFlex/Cabarrus/Open Cal.’

In essence, this bill grants Cabarrus County Schools in North Carolina increased flexibility in setting their school calendar. It permits the local board of education to determine the opening and closing dates of schools, with the opening date for students no earlier than the Monday closest to August 26 and closing no later than the Friday closest to June 11, except for year-round schools. The State Board of Education may waive these requirements, allowing an opening as early as the Monday closest to August 19, if the school can provide enough days for potential makeup due to closures. This waiver is possible if schools in the county have closed for eight days per year during four of the last 10 years due to severe weather, energy shortages, or emergencies. The bill becomes effective upon enactment and applies to the 2025-26 school year.
