A new bill filed by State Rep. Grant L. Campbell, MD seeks to restore access to food, nutrition, and assistance programs for certain individuals with drug-related felony convictions, according to the North Carolina State House.
The bill, filed as HB 682 on April 1 during the 2025 regular session, was formally listed with the short title: ‘Public Safety Through Food Access Act.’

In essence, the bill allows North Carolina to opt out of the federal prohibition on food and nutrition services and Temporary Assistance for Needy Families (TANF) benefits for individuals convicted of certain drug-related felonies to support their reintegration into society. Individuals convicted of Class H or I controlled substance felonies can receive assistance from the Work First Program and food and nutrition services six months after release, contingent upon not committing additional felonies during that period and successfully completing or actively participating in a substance abuse treatment program. The same conditions apply to those not in custody, starting six months post-conviction. The bill mandates substance abuse treatment for eligible individuals receiving aid, if resources and federal regulations permit. The act becomes effective July 1, 2025.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.
