A new bill filed by State Rep. Campbell seeks to adjust Medicaid reimbursement rates for licensed ambulatory surgical centers to improve payment fairness, according to the North Carolina State House.

The bill, filed as HB 229 on Feb. 26 during the 2025 regular session, was formally listed with the short title: ‘Medicaid Rates/Ambulatory Surgical Centers.’

In essence, this bill mandates the North Carolina Department of Health and Human Services, Division of Health Benefits, to amend the Medicaid State Plan in order to adjust reimbursement rates for services provided by licensed ambulatory surgical centers. These centers are to be reimbursed at a rate of at least 95% of the Medicare Ambulatory Surgical Centers fee schedule as published annually by the Center for Medicare and Medicaid Services on Jan. 1. To support this initiative, the bill appropriates $10.5 million in recurring funds from the General Fund for each year of the 2025-27 fiscal biennium, matched with $19.1 million in recurring federal funds. The act becomes effective on July 1, 2025.
