North Carolina Rep. Campbell health care practitioner transparency bill passes House and Senate

Passed bill sponsored by State Rep. Grant L. Campbell aims to increase transparency in health care advertising by requiring disclosure of practitioners’ licenses and restricting misleading credential claims, according to the North Carolina State House.

In the House, 44 Democrats and 65 Republicans voted in favor of the bill.

Meanwhile, in the Senate, 15 Democrats and 26 Republicans voted in favor of the bill.

Campbell filed the bill in the North Carolina House on April 2 during the 2025 regular session.

The legislation, known as HB 696, was passed on June 19 during the 2025 regular session.

According to the North Carolina General Assembly site, the bill’s official text was formally listed with the short title: “Health Care Practitioner Transparency Act.”

In essence, this bill, known as the Health Care Practitioner Transparency Act, aims to enhance transparency in the advertisement of health care services by requiring advertisements to disclose the type of license, certification, or registration held by health care practitioners. It prohibits misleading representations regarding a practitioner’s credentials and restricts the use of certain professional titles to those properly licensed. Violations of these provisions may result in charges of unprofessional conduct. The bill mandates the creation of temporary rules by various North Carolina health boards to enforce these requirements, which will be effective from Oct. 1, 2025. Health care practitioners working solely in non-patient settings are exempt from the requirements.

Campbell, a Republican, was elected to the North Carolina State House in 2025 to represent the state’s 83rd House district, replacing previous state representative Kevin Crutchfield.
