In addition, an existing exemption for drugs would include specified over-the-counter children’s medicines for use by children age 12 and younger. Retail sales of baby wipes, feminine hygiene products and prenatal vitamins would be exempted, and qualifying language would be eliminated on current exemptions for diapers and incontinence underpads meant for Medicaid recipients.
Among the bill’s four sponsors, Campbell has brought forward the highest number of proposals (66) during the 2025 session.
North Carolina’s legislative process requires a bill to go through several steps before it can become law. The process begins when a legislator files a bill. Once filed, the bill is assigned to a committee for consideration and must pass three readings in both chambers. If amendments are made in either chamber after passage, both must approve the updated language.
